John Quinn
Attorney Quinn has extensive experience in fisheries and offshore wind regulatory law and policy. He served for nine years (2012-2021) as a member of the New England Fisheries Management Council (NEFMC) in many roles including as Chairman for the last five years and chairing the Joint Committee on Habitat for two years, which has jurisdiction over all aspects of Offshore Wind development. In addition, he served as a member of numerous regional and national committees including the Council Coordinating Committee (CCC) where he was the national Chairman in 2017 and the Northeast Regional Coordinating Council (NRCC). He also served on the Transboundary Management Guidance Committee (TMGC) where he spent one year as Co-Chairman and negotiated fisheries quotas with Canada.
Attorney Quinn is a graduate of UMass Dartmouth with a degree in economics and earned his law degree from Suffolk University. He also holds a Master’s in Public Administration from the Kennedy School of Government at Harvard University and a Ph.D. in Public Policy from UMass Boston. He serves on the Board of Directors of YMCA Southcoast, the Leduc Center for Civic Engagement, the Bristol County Bar Association, and is a member of the New Bedford Bar Association Bar Council. He resides in Dartmouth with his wife Jane and has two children.
